Both countries seek to expand their spheres of influence: Russia, in Eastern Europe and the Pacific, and China, in the disputed South China Sea.
“They don’t want us there,” said Carlisle, “They want these spheres of international influence to be controlled only by them…. We need to continue to operate legally in international airspace and international waters. We should call them to account whenever they are aggressive or unsafe.”.
